Summary

If you are a conventional refugee in Canada and want to travel outside the country, you must apply for a Refugee Travel Document through Passport Canada.

This guide explains which application form to use, the identification you need, who can be your guarantor, how to complete a statutory declaration if you do not have one, and how to submit your application

Choosing the Correct Application Form

The form you use depends on your age:

  • 16 years or older: Use the Adult Travel Document Application for Stateless and Protected Persons in Canada (Form PPTC 190).
  • Under 16 years old: Use the Child Travel Document Application for Stateless and Protected Persons in Canada (Form PPTC 192).

Completing the Application Form

When filling out your application, you must:

  • Provide your personal information
  • Confirm your identity with government-issued ID
  • Provide references
  • Have a guarantor sign your application and passport photos

Eligible Identification Documents

Your identification document must:

  • Be issued by a Canadian federal, provincial, or territorial government, or an equivalent authority abroad
  • Include your name, date of birth, photo, and signature

📝 Note:
If you do not have any eligible ID, contact the Passport Program (IRCC).
You may combine more than one document if, together, they meet all ID requirements.

If you send photocopies instead of the originals, your guarantor must sign and date each copy, confirming they saw the originals.

Who Can Be a Guarantor?

Your guarantor must:

  • Be a Canadian citizen or permanent resident
  • Have known you personally for at least six months
  • Work in one of the approved occupations listed below

Approved Occupations for Guarantors

Any of the following professionals may act as a guarantor:

  • Dentist, medical doctor, or chiropractor
  • Judge, magistrate, or police officer (municipal, provincial, or RCMP)
  • Licensed lawyer or notary (Quebec)
  • Mayor
  • Minister of religion authorized to perform marriages
  • Notary public
  • Optometrist
  • Pharmacist
  • Nurse practitioner
  • Postmaster
  • Principal of a primary or secondary school
  • Professional accountant (APA, CA, CGA, CMA, PA, or RPA)
  • Professional engineer (P.Eng., Eng. in Quebec)
  • Senior administrator at a community college or CEGEP
  • Senior administrator or teacher at a university
  • Veterinarian

If You Do Not Know Anyone Who Qualifies as a Guarantor

If you cannot find someone from the required professions, you must complete:

Form PPTC 326 — Statutory Declaration in Lieu of Guarantor

This form replaces the need for a guarantor.



How to Complete Form PPTC 326 (Statutory Declaration in Lieu of Guarantor)

A. Applicant’s Personal Information

You must provide:

  • Full name
  • UCI
  • Date of birth
  • Place of birth

B. Declaration of Applicant

You must:

  • Explain why you cannot find an eligible guarantor
  • List two pieces of ID (type and number)
  • Confirm that the information in your Travel Document application is true and accurate

C. Declaration of Official

An authorized official must fill out this section.
They must provide:

  • Full name
  • Occupation
  • Business address
  • Phone number

They must also confirm that you made the declaration in their presence (under oath or solemn declaration), then sign and date the form, including the city and province.

Who Can Sign Form PPTC 326?

Only the following may complete and sign the statutory declaration:

  • Lawyer
  • Notary public
  • Justice of the peace
  • Commissioner for Oaths

Additional Requirements for the Statutory Declaration

The official must:

1. Sign the back of one passport photo and write:

“This is Exhibit A to the Statutory Declaration of (Name) declared before me on (Date) at (City, Province).”

2. Certify your ID copies

They must confirm the copies are true copies of the originals they saw.
They must also write the date and location where the originals were viewed and sign each copy.

Submitting Your Application

Your completed application package must include:

  • Two identical passport photos taken within the last 6 months (one certified by the guarantor or official)
  • A photocopy of your proof of immigration status
  • Eligible ID documents or certified copies
  • Any unexpired Canadian Refugee Travel Document
  • Any valid foreign passport or travel document issued within the last 5 years
  • For children: proof of parentage and documents showing custody or decision-making responsibility
  • The application fee

📌 Your passport photo must be less than 6 months old.
Recommend submitting the application within 6 months to avoid delays.

Application Fees

The current fees for a Travel Document are:

  • Under 16 years old: $57.00
  • 16 years or older: $120.00
